Extended Deadline to Update the Employee Occupation Data by January 1, 2021

Dear Employers,

If you greeted the New Year with fireworks and without changing the occupation codes in the Central Registry of Compulsory Social Insurance following the new Codebook, you were only a step away from getting misdemeanor charges. So, if you are an employer who is a natural person, your New Year’s present was the possibility to pay from 5,000 to 150,000 dinars! The loss from 10,000 to 500,000 dinars awaited entrepreneurs under the Christmas tree. And the last but not least – if you are an employer who is a legal entity – you could have lost from 300,000 to even 1.5 million dinars!

But this year, Santa Claus paid special attention to you. More precisely, employers were obligated to change the data in accordance with the Decision on a unified codebook for entering and coding the data in the records in the field of labor by the end of 2019. The originally scheduled deadline for updating the data has been extended for another year, i.e. by the end of 2020.

The Code of the qualification levels, applicable as of January 01, 2019, has been provided by the Government’s Decision of 2018, and since 14, 2019, the modification of data has also been enabled at the portal for taxpayers of the Central Registry of Compulsory Social Insurance.

  • occupation, according to the classification of occupation, which is required for work engagements in specific jobs, i.e. working position,
  • the category and the level of qualifications, i.e. education, which are the conditions for work engagements on specific jobs, i.e. working position,
  • the category and the level of qualifications, i.e. the education a person holds.

So, the essential change is that the previous system of vocational education was replaced by a new system – NQFS (NATIONAL QUALIFICATIONS FRAMEWORK IN SERBIA) levels.

Let’s see how does it look like now:

If you are an employer with more than 10 employees, keep in mind that the Labor Law provides the obligation to adopt a Rulebook on Organization and Systematization of Work Positions, which should also be harmonized with the Codebook.

It is also necessary to adapt other internal acts to the new qualifications.

It is useful to know that the Codebook, besides the codes of the qualification levels, also contains codes related to occupation, countries, municipalities and settlements in the Republic of Serbia.

The new way of qualification clearly and accurately distinguishes all the levels, which will certainly facilitate communication between employers and persons searching for employment. It remains to be seen how fast the term “level of qualification” will overcome the well-known term “vocational education”.

As the current New Year’s resolutions are still relevant, consider adding the following item to your list: “Adapt to the new Codebook!”

Otherwise, on the next list, you might come across the following: “Pay the fine for the offense!”
